Members of the Legislative Council (LegCo) conducted a working visit to a number of energy facilities in Belait District on 3rd February 2021 as part of the Ministry of Energy's effort to provide a strategic insight into the existing and latest development of Brunei Darussalam's energy sector. The visit highlighted the sector's crucial role as a cornerstone of Brunei's socio-economic development.
Joining the delegation was Yang Berhormat Dato Seri Setia Dr. Awang Haji Mat Suny bin Haji Md. Hussein, Minister of Energy. Also in attendance were Yang Mulia Dato Seri Paduka Awang Haji Matsatejo Bin Sokiaw, Deputy Minister of Energy; Yang Mulia Haji Azhar bin Haji Yahya, Permanent Secretary; and Yang Mulia Pengiran Haji Jamra Weira bin Pengiran Haji Petra, Deputy Permanent Secretary at the Ministry of Energy.
The LegCo members first visited Tenaga Suria Brunei (TSB), an on-grid 1.2 Megawatt (MW) solar photovoltaic (PV) power plant commissioned in 2010 that was developed through a joint collaboration between the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Japan. Operated by the Department of Electrical Services (DES), Ministry of Energy, the plant currently contributes about 0.14% of the country's total power generation capacity. As the country's first solar power plant, TSB serves as a testimony of Brunei Darussalam's commitment in the deployment of renewable energy technologies. The visit provided the delegation the opportunity to understand the national importance of renewable energy sources for diversification of energy supply and preservation of the environment.
The delegation then proceeded to visit the Head Office of Brunei Shell Petroleum Sdn Bhd (BSP) where delegations were presented with an overview of BSP's business and operations, including its past achievements and future business plans. For over 90 years, BSP has continued to produce safely, reliably and responsibly in support of Wawasan Brunei 2035. As the country's largest oil and gas company, BSP is actively increasing its portfolio through active exploration including onshore and offshore drilling activities. In 2020, BSP expanded its offshore exploration activities by embarking on its first Deepwater projects.
While at BSP, LegCo members had the opportunity to tour BSP's New Data Centre and Offices (NDCO) building and were briefed on the building's state-of-the-art data centre. A notable achievement shared was on the CerDaaS project where BSP partnered with a leading global independent end-to-end IT services company to setup a local end-user computing (EUC) service operations that will improve BSP's connectivity. Through this flagship project, up to fifty (50) local IT experts were employed under the IT services company.
After concluding the visit at BSP, a lunch event was organized for the LegCo members with Bruneian oil and gas industry leaders – an opportunity for the LegCo members to exchange views and way forwards on local employment and business opportunities in the energy sector.
The working visit concluded at Brunei Fertilizer Industries (BFI) site in Sungai Liang Industrial Park (SPARK). Currently under construction, the plant is to date, one of the country's two large downstream oil and gas projects alongside PMB Refinery and Petrochemical Plant at Pulau Muara Besar. Once completed, BFI plant will be amongst the largest fertilizer plants in Southeast Asia. The plant has the capacity to produce 2,200 metric tons of ammonia and 3,900 metric tons of urea per day. BFI is targeting a total of 548 direct employment opportunities during its 1st year of operation, of which 65% of the workforce will be locals. The BFI project will also present opportunities for local contractors and micro, small and medium enterprises (MSMEs) through the provision of support services in the area of construction, maintenance, transport, logistics, catering and accommodation.
The site visits to TSB, BSP and BFI featured projects that contribute towards the Ministry's vision for 'Sustainable and Diverse Energy for Brunei Darussalam's Growth and Prosperity' .
Following the working visit, a Muzakarah Dialogue session will be held with the LegCo members on the 9th February 2021.
